PLANT CITY — A Largo man struck a pedestrian with a minivan last Friday, authorities said. Five minutes later, his female passenger was fatally struck by on-coming traffic after falling out of the vehicle.
Plant City police arrested Todd Charles Riggs, 55, and charged him with leaving the scene of a crash without rendering aid and injuring a person while driving intoxicated.
At the time of his arrest on Dec. 8, Riggs was already out on bail. He was most recently arrested in Hillsborough County in August on a charge of aggravated battery with a deadly weapon. He was being held without bail Tuesday in the Hillsborough jail.
Records show Riggs has been arrested more than a dozen times in Florida, with convictions for vehicle theft and cocaine possession.
Detectives are still investigating how and why the woman fell out of the 2002 grey Honda minivan Riggs was driving.
Police say Riggs was driving west on W. Baker Street when he hit a man who walked onto the road around 11:45 p.m. Plant City Fire Rescue took Michael Baynard, 32, of Plant City, to Lakeland Regional Health Medical Center. He was released with non-life threatening injuries, police said.
Riggs did not stop to help Baynard, police said, and continued to drive until he was heading north on N. Alexander Street.
Just before the reached the Interstate 4 interchange, a woman riding with Riggs, Emily Hilliard, 35, of Plant City, fell out of a passenger door, police said. A 2014 Ford pickup truck was unable to avoid hitting Hilliard, police said. Police did not charge the truck driver. Hilliard died of her injuries at the scene.
