LAND O’LAKES — A 42-year-old man was arrested Tuesday after he was accused of physically abusing a 17-year-old boy and leaving him chained to a punching bag, according to the Pasco County Sheriff’s Office.

Carlos Alvarez faces a charge of aggravated child abuse.

"We can’t go into too much detail because we are dealing with a minor as the victim," Pasco Sheriff Chris Nocco said during a news conference Wednesday. "But we are dealing with a parental figure who has some anger issues that were described to us."

The teenager’s identity was withheld by the Sheriff’s Office. He set off the home’s security system and told the company that he was left chained up.

Deputies said they found him chained by his left ankle to a 150-pound punching bag in the hallway of a Land O’Lakes home. Firefighters had to remove the chain.

The 17-year-old bore signs of physical abuse, deputies said, such as markings on his face and body that indicated he had been punched and hit with a belt.

The abuse was being inflicted since Sunday, deputies said, when he was returned to Land O’Lakes after running away to try to reach his other parent, who lives out of state. The boy was not continually chained to the punching bag, but deputies said that’s how Alvarez tried to keep the teen from running away while he had left the house.

Deputies found Alvarez in a nearby park and said that, after reading him his rights, he admitted to beating and chaining the teen. He was booked into the Pasco County jail, where he was being held in lieu of $100,000 bail.
