Warrant reveals more details in slaying of pregnant woman

CLEARWATER — Charles Groucho Allen, Jr., dropped off his daughter at a hair appointment on Dec. 17 and drove to a Largo house to smoke marijuana with Ernest Brown.

Brown suspected Allen was also high on other drugs besides marijuana, he later told police. Hours later, Allen asked him for a favor: Could he drive his Buick and pick up his daughter?

The 12-year-old girl later told detectives she didn’t recognize the man behind the wheel, but saw her father in the backseat. As they approached her house, she heard Allen say "Mexicans were following him" and "he had something for them," according to court records obtained by the Tampa Bay Times.

They dropped the girl off. Moments later, Brown said he heard two to three gunshots ring out from the backseat.

"Go, go, go," Allen told him.

Allen was arrested last week on charges that he fired a rifle into a passing car, killing Elizabeth Rosado, 30, while the pregnant woman was riding with her family.

Allen, 40, faces two counts of first-degree murder. After his arrest last week, Clearwater police Chief Dan Slaughter said Allen was under the influence of drugs and acting paranoid. New details about the case were revealed in the arrest warrant, which came to light Wednesday.

Dec. 17 was a Sunday. The Rosados had picked up Elizabeth’s younger brother from St. Cecelia Catholic Church and were driving him home that evening.

Elizabeth Rosado’s husband Javier was driving while she rode in the passenger seat. Her brother and Javier Rosado’s 10-year-old daughter sat in the back.

The pregnant woman was shot in the head, police said, as they drove around Allen’s white Buick Lucerne, which had stopped in front of a speed bump on Woodlawn Street.

The warrant chronicles other details in the murder investigation:

The Rosado family told detectives that the shots came from a white sedan. An officer assigned to patrol the South Greenwood neighborhood for the past five years told detectives he’d seen a white car frequent a house on Woodlawn Street. Investigators spoke to Allen’s daughter about the car ride home after her hair appointment.

Hours after the shooting, Allen called Clearwater police and said he heard detectives wanted to question him. Allen told them he dropped his daughter off and then drove to St. Petersburg. No one else was in the car, he said.

He also let investigators search his 2007 Buick Lucerne. The car, a detective noted, "was remarkably clean and there appeared to be swipe marks on the interior of at least one window" that appeared to be cleaning streaks.

Allen also let detectives search his phone, where they found the name Gregory Burch. He told police he helped Allen clean his Buick and said Brown was with Allen on Dec. 17.

Police interviewed Brown on Dec. 21. He told them that after the shooting he was "in fear" and drove to the Largo house where he and Allen had hung out earlier in the day.

Brown told detectives he jumped out of the Buick, leaving the door open, and told Allen he had to get his wife and kids and "leave immediately," records state.

Police arrested Allen on Dec. 22. Burch declined to comment about his role in the case. Brown could not be reached for comment. The warrant does not reveal details about the rifle used in the shooting, including whether it has been found.

When asked if Burch or Brown could face any charges in connection with the shooting, Clearwater police spokesman Rob Shaw said detectives "continue to investigate all aspects of this case."

Rosado was 13 weeks pregnant. The couple didn’t know the gender of their child.

According to the warrant, a medical examiner confirmed it was a boy.
