Dangers mount for cabdrivers

By Casey Cora and Jackie Alexander, Times staff writers
In print: Tuesday, July 15, 2008

Cabdriver Bill Kelly was shot in his cab during an attempted robbery after responding to a call in south St. Petersburg on Thursday morning. “I’d rather do anything than drive a taxi after getting shot,” Kelly said.

Tim Ward, 48, takes a call on the radio while working at the Greyhound Bus station in St. Petersburg on Monday afternoon. Ward, who has been driving for Independent Taxi for six months, usually works about 16 hours a day. “You just gotta put a lot of hours in behind the wheel,” Ward said, regarding high gas prices. “Friday and Saturday night is good for us. Also, those nights you have to watch out,” he said, addressing concerns about being robbed.

ST. PETERSBURG — As the robber pointed the gun through the passenger window of his cab last week, driver Bill Kelly made a decision.

He moved as if to turn off the ignition, but punched the accelerator. A bullet entered and exited his right arm, grazed his collarbone and then barreled through his chin before shattering the driver's side window.

Today, less than a week after the Thursday robbery attempt, the 53-year-old Largo man plans to return to work at Independent Cab. And he plans to do so armed with a .357-caliber handgun.

"If this is war-on-cabbie week, we ought to start shooting back," he said.

The dangers of being a local cab driver have gotten markedly more acute in the last three months.

Since early April, two local cabdrivers have been killed on the job, the most recent on Saturday. A half-dozen others, including Kelly, have been the victims of robbery or attempted robbery. None of the crimes has led to arrests.

The cabbies say it's time for better protection.

"We're pretty much at the mercy of the public," said Joe Clark, 61, a former truck driver who now drives for Yellow Cab in St. Petersburg, often 14 hours a day. "There's not much you can do when it's one-on-one."

Within a single hour early Thursday morning, gun-wielding robbers attempted to steal from Kelly and one other cabdriver — though police said they don't know if the two were linked. Then, two days later, the body of cabdriver Linda Faison was found near Azalea Middle School at 7855 22nd Ave. N.

Faison, a 39-year-old driver for Yellow Cab, was picking up a fare in western St. Petersburg about 5 a.m. Her body was discovered about three hours later. Her cab had been abandoned in the South Pasadena area. Police are investigating her death as a robbery and homicide, according to authorities.

"We don't believe this robbery-homicide is related to any other cab robberies," said Bill Proffitt, spokesman for the St. Petersburg Police Department.

Faison's death comes two months after gunshots ended Nigerian-born Blue Star cabbie Cyril Obinka's hopes for prosperity, leaving a wife widowed and his baby daughter fatherless.

To combat the violence, the presidents of local cab companies are meeting with police next week to discuss additional safety measures for drivers and citizens.

"We won't be cops, but we'll be another set of eyes and ears to the community," said Joe Rosa, president of the St. Petersburg-based Independent Taxi, which employees Kelly.

Drivers say there's a litany of options available for deterring crime, such as bulletproof partitions and surveillance cameras. But those cost money and companies may be reluctant to equip their fleets during an economic downturn.

What cabbies can do is keep themselves informed, Rosa said. Independent Taxi drivers, for example, pinpoint areas where they've been attacked and avoid fares there. And they won't pick up customers who won't leave a physical address.

Kelly said the south St. Petersburg address he was responding to was dark when he pulled up Thursday morning. That's not that unusual, he said, because riders often call several cab companies and leave as soon as the first one responds.

But once he stopped, the robber jumped out of nowhere and put a gun through the passenger window, demanding the car. Kelly figured he would take the gamble.

"I thought to myself, if I turn off the car and give him the money, he'll probably shoot me anyway," Kelly said Monday after being released from Bayfront Medical Center.

Bleeding profusely, Kelly drove to a nearby grocery store parking lot where police often idle in their cars. The officers tried to stanch the blood as they called for an ambulance.

"I can't believe I'm able to be here today," Kelly said.

Every cab should have a bullet proof partition and front seat along with a surveillance camera. The cab companies can well afford it. Money is more important to them then life. I was a cabdriver locally for 3 years. Complete with a loaded 38.

THE POLICE NEVER BELEVE THE CAB DRIVERS WHEN THIS GOING TO STOP ?
by Jerry Jul 18, 2008 10:46 AM
No comments today. Have the cab drivers already loss interest in this tragedy and this ongoing problem. Wake up my bothers and sisters, this problem is not going away. It may subside, but never to away. Demand protection.
by Jerry Jul 16, 2008 9:29 PM
It is unfair to blame this on the PD. The fault lies with the city council for not requiring in vehicle video surveillance in all taxis. The cost is high, but noting compared to the loss of life or the terror of being robbed. Be smart and be safe
by Tired of it all Jul 16, 2008 7:47 AM
The women found by Azalea Middle had children. Yet, we are not protected. Many of you are right that the police are not responding appropriately. Is it laziness or funding, maybe the mayor should stop worrying about the Rays and focus on his citizens
by Jerry Jul 16, 2008 7:46 AM
Bats Taxi has dispatched well over 700,000 calls over since January 2006. Our drivers have been victims of a robbery 7 times. This equates to 0.001% of all calls. Lets not over react.Give the police a chance to deal with this crime. Be smart and safe

I am a cab driver in Pinellas and as such (or just an person with a brain) I can't believe that a stupid reporter to state in his column that NONE OF THESE CRIMES HAVE BEEN SOLVED. That basically says rob and kill a cab driver YOU WONT GET CAUGHT!
by Jim Jul 15, 2008 9:52 PM
These crimes are committed by blacks in black neighborhoods. Its that simple, and I hear noone from their community complaining about it. Delivery and service types should refuse to go into these niehborhoods until the culprits are caught.
by Aaron Jul 15, 2008 9:52 PM
First of all this murder did not happen on the Sothside. The Northside of St. Pete is just as guilty. Second who said that the murder suspect was black? I thought it was unsolved? Either you know something and you need to tell SPPD or STFU.BOB=STUPID
by Laura Jul 15, 2008 5:44 PM
Dan, I agree with you. The SPPD has stopped solving murders. They do need to send a reporter there to get some answers. My dad's truck was stolen a year ago, and when it was found, the SPPD didn't even want to finger print it. LAZY!!!!!
by Jay Jul 15, 2008 5:40 PM
I use to drive cab in chicago, and i can tell you now it dosent matter what kind of gun you have or how many.if someone puts a gun to your head you are at there mercy.cabs need safety devices and kept locked at all times.bullet proof windows, autolocks
by Mo Jul 15, 2008 5:37 PM
I pray for you Bob, and I pray in hopes that you are indeed a dying breed. This story wasn't about black or whites. Cabbies and how risky their jobs are. I'm black and had cabbies that scared me.It's not color, it's people. Good/Bad is all around.
by kat Jul 15, 2008 5:35 PM
The police need to go undercover as drivers to start making some arrests. Try telling the wife who is now a widow with a baby that the cameras and glass are too expensive. What an insult.
by Larry Jul 15, 2008 5:01 PM
"Kelly drove to a nearby grocery store parking lot where police often idle in their cars." I agree with Tim. If cops will burn gas on my tax dollar, then use it to actually patrol these problem areas!
by Tim Jul 15, 2008 3:51 PM
Why are the police just sitting in front of the grocery store? Have they not heard of proactive policing?
by Not For Hire Jul 15, 2008 10:01 AM
The "little guy" driving a cab to scratch out a living unfortunately, gets no protection or crime-solving priority. When a celebrity needs to be Baker-Acted, no less than 20 cruisers and a half dozen helicopters are immediately dispatched.
by Habilus Jul 15, 2008 10:01 AM
DOUG, the Nigerian driver was not white. It is a crime of opportunity. How about cashless cabs? Debit/credit only. No cash equals no robbery homicide. Make it a policy and watch!
by Habilus Jul 15, 2008 10:01 AM
Cab drivers should get special protective status by law. New York does this with transit workers. It increases the sentencing for assaults on them, etc. Police also benefit from such special status, why not our cabbies?
by Patrick Jul 15, 2008 10:00 AM
Bob, if voting for Obama means ruining your day, I'm all for it. Keep up the great work.
by Val Jul 15, 2008 10:00 AM
As a citizen I have 2 rules;don't take a cab since most are filthy and stink from the cigg smoke from the driver;don't take a cab since most drivers try to milk the route for every red cent they can.
by pj Jul 15, 2008 10:00 AM
bob oh bob some of us blacks supports obama and dont expect nothing giving to us except my pay check from working hard everyday, there are bad people in every race, and the community i live in is a mix neighborhood wake up bob and smell life
by Sue Jul 15, 2008 10:00 AM
If these robberies/murders are being done by relatives of SPPD leadership you can bet your bippy these crimes will never be solved. Just like all the drug trafficking in St. Pete. Proffitt is the mouthpiece for cover-up.
by Bob Jul 15, 2008 8:28 AM
Elect Obama and watch the Black community defend acts like this as warranted and deserving of their share of the American dream. We all have a front row seat of the crumbling of the American Empire!
by Ann Jul 15, 2008 8:28 AM
The real question here is why is SPPD not following through on these crimes. Partitions and CCT are costly solutions that will not be easily absorbed by companies, drivers or passengers. Get the police to answer why no solid action is undertaken?
by Iuseto Jul 15, 2008 8:15 AM
On several occasions I was pressured to go to the hood at 3am by dispatch {at Bats Taxi}. Anything for a buck but it wasn't their rear end going. Glad I got out of that business. I'll pray for the rest of the poor souls that drive them!
by Tony Jul 15, 2008 7:47 AM
Why don't they solve murders anymore? Because people who witness these crimes don't say anything. Most of this happens in south St Pete and I've noticed that a certain group of people have said NOTHING about it. Go figure those opportunists
by Scorps Jul 15, 2008 7:47 AM
Read the story Stephanie. He was shot through the window not from the partition area. While bulletproof partitions would be nice there are too many other ways to put a driver at risk to be effective.
by Johnny Jul 15, 2008 7:47 AM
As a cabbie, I have two rules. 1)Avoid St. Pete in general, especially south of Central avenue. 2)Don't drive after midnight.
by Former Cabby Jul 15, 2008 7:47 AM
How about a giant class action suit to force the cab companies to install state of the art security devices on taxis! As an alternative a county wide taxi strike would get the attention of greedy cab company owners. DRIVERS IT'S UP TO YOU!
by Jimmy B Jul 15, 2008 7:46 AM
Dan, the SPPD quit solving murders because it's too much work.
by Rich Jul 15, 2008 7:46 AM
Castle Doctrine now applies to vehicles & cabbies have the ability to get a CCW - I can't believe they would even consider being un-armed. Protect yourselves America !
by PrayersForBill Jul 15, 2008 7:46 AM
My heart goes out to Kelly and the others just trying to make a living. The proliferation and blatant display of guns on the southside is obscene. Can't wait until Davis and Harmon are gone! Recall the Mayor and his cronies who deny the problem.
by Bill Jul 15, 2008 7:46 AM
Where is the Uruh now?
by Dr_Dug Jul 15, 2008 12:30 AM
Black on white crime......again!!
by Stephanie Jul 15, 2008 12:29 AM
I find it hard to believe that cab companies do not already equip all cars with bulletproof partitions. This irresponsible practice will not only cost more lives but will ultimately hurt business when the drivers wise up. BE SAFE, GUYS AND GALS.
