Boyfriend of missing cadet arrested in New York larceny, fraud case

The boyfriend of a missing police cadet has been arrested in New York on charges unrelated to his girlfriend's disappearance.

The New York State Police Department in Horseheads accused David Perry, 47, of grand larceny and insurance fraud.

Perry is accused of fabricating an injury in 2003 to obtain disability retirement as a state corrections officer at the Elmira Correctional Facility in New York.

Perry left for Elmira, N.Y., soon after girlfriend Kelly Rothwell, 35, was reported missing. He has refused to cooperate with investigators from the Pinellas County Sheriff's Office.

Rothwell was last seen leaving the Chili's restaurant at 25987 U.S. 19 N in Clearwater on March 12 about 3:30 p.m. She had just told a friend she was having problems with Perry, with whom she lived in Indian Rocks Beach. She said she planned to break off the relationship.

Detectives with the Pinellas County Sheriff's Office were not involved with Perry's arrest in New York. Their investigation into Rothwell's disappearance is ongoing, and deputies described Perry as a witness whom they would like to speak to but who is not cooperating.
