Man accused of dragging girl about 100 yards down Clearwater street

CLEARWATER — A 29-year-old man accused of dragging a 9-year-old girl about 100 yards along a street was arrested Tuesday night.

Matthew J. Rivard, of 609 Carlton St. in Clearwater, was drunk when he began shouting at the girl that he was going to beat her. When the girl ran away, Rivard chased after her, dragging her down the street and back into the house, an arrest affidavit said.

When Clearwater police officers arrived, they heard Rivard yelling threats at the girl, including "teaching her a lesson." She ran outside again toward the officers, whom spotted several marks on her right arm.

Rivard faces a child abuse charge.

He was booked into the Pinellas County jail, where he remained Wednesday without bail.
