Man arrested for deadly 2013 hit-and-run crash

LUTZ — More than a year after a hit and run accident that killed a Lutz teenager and injured another, Florida Highway Patrol investigators have arrested and charged the person they believe responsible for the crash.

Matthew West, 24, of Land O' Lakes, faces charges of vehicular homicide, leaving the scene of a crash and reckless driving involving a death, FHP troopers reported.

On Oct. 5, 2013, West drove into the parked sport utility vehicle of 17-year-old Frank Vasquez, who was returning from a concert with his girlfriend, Kaylee E. Baer, then 16, the Highway Patrol said. He then fled. Vasquez died the next day and Baer sustained serious injuries.

West turned himself in later on the day of the crash, the Highway Patrol said.
