New Port Richey woman arrested after 3-year-old wandered off

NEW PORT RICHEY — A man driving along Massachusetts Avenue on Saturday afternoon saw a naked 3-year-old boy running in the middle of the road, with no adult supervision, authorities said.

He stopped and picked up the child, then called New Port Richey Police. Officers canvassed the neighborhood and found the boy's caregiver, Kelly Ann Gibbs, sleeping in her upstairs apartment, unaware that the boy had slipped away, according to a police report. Officers said the apartment was "dirty and had children's feces on the floor."

Gibbs, 41, was charged with child neglect and resisting arrest without violence, for allegedly pulling away when officers tried to handcuff her. She was released on $1,100 bail from the Land O'Lakes jail.
