Pinellas sheriff: Registered sex offender exposes himself to 12-year-old at school bus stop

MADEIRA BEACH — A 29-year-old registered sex offender was arrested Monday and accused of exposing himself and performing a sex act within view of a 12-year-old boy who was waiting for a school bus, according to the Pinellas County Sheriff's Office.

Justin Ryan Duggan was arrested on a charge of lewd or lascivious exhibition. He is a registered sex offender for a 2015 offense that took place in Oklahoma, the Sheriff's Office said.

Deputies said the incident took place Thursday morning. The identity of the child, the school he attends and the location of the bus stop were not released.

The boy told deputies he was waiting for the school bus when he saw Duggan sitting on a park bench across the street. Duggan had his pants around his ankles and was performing a sex act, according to the Sheriff's Office.

The boy contacted his family and Duggan fled from the area, the Sheriff's Office said, and never attempted to make contact with the boy. Detectives created a sketch of the man and said it helped them identify Duggan.

Detectives said Duggan, whose address was listed as a boat slip at 13205 Gulf Blvd. in Madeira Beach, admitted to the allegations during an interview Monday. He was arrested and taken to the county jail.
