Late-season Tropical Storm Otto hovering in the Caribbean

Late-season Tropical Storm Otto is hovering in the southwest Caribbean and forecasters expect it to become a hurricane today.

The U.S. National Hurricane Center in Miami said the storm had top sustained winds of 60 mph late Monday and was moving south at about 2 mph, about 325 miles east-southeast of Bluefields, Nicaragua, and 210 miles from San Andres Island.

The center says the government of Colombia has issued a tropical storm watch for San Andres Island.

Forecasters say more strengthening is expected and hurricane status could be reached today. They also say heavy rains associated with the storm could fall in Panama and Costa Rica later this week.
