During the years that Jim Smith — a politician, not a professional appraiser — was being elected and re-elected Pinellas County property appraiser, Pam Dubov was running the office as the chief deputy and ensuring that the Pinellas property value roll was properly maintained. It is that professionalism and dogged determination to do her job that voters should remember in the wake of a scandal that ended Smith's 20-year hold on the office and brought down other county officials as well.
Dubov, 52, is campaigning to replace Smith so she finally can bring reform to a constitutional office that has lacked a professional in the top post for too long. She is opposed in the Aug. 26 Republican primary by Frank Gregoire, 55, an appraiser and former real estate agent. The winner will face Democrat Ben Friedlander in the Nov. 4 general election.
Both Dubov and Gregoire know a lot about the complex field of property appraising. However, in a comparison of their education and personal achievements, Dubov beats Gregoire hands down.
Gregoire has an associate's degree from a junior college. Dubov has a bachelor's degree, a master's of business administration and a law degree. Dubov was an officer in the U.S. Army and worked for the Hillsborough County property appraiser before being hired in Pinellas 19 years ago. She has led a staff of more than 250, overseen appraisals of hundreds of thousands of properties and managed an annual budget of more than $10-million. Gregoire worked in his father's real estate and appraisal firm (eventually a one-man shop), taught real estate courses, and more recently picked up appraisal jobs while serving as an unpaid appointee to the Florida Real Estate Appraisal Board.
Dubov said she would modernize technology and procedures in the property appraiser's office and determine the values of properties more quickly. She wants to lobby in Tallahassee for changes that would provide tax relief to owners of non-homesteaded property. She supports legislation to eliminate the presumption of correctness given to property appraisers in disputes over appraisals.
Dubov knows she must restore public trust in the property appraiser's office. She was not a party to Smith's private deal to sell his flood-prone lot to the county government for almost four times the appraised value his own staff gave it. When Dubov learned by chance of his plan, she tried unsuccessfully to talk him out of it. She could have resigned in protest, but that would have left the department rudderless. If elected, she said she will convene a committee of property owners, real estate professionals, private appraisers and critics to examine the office's policies and procedures and suggest improvements.
In the Republican primary for Pinellas property appraiser, the Times recommends Pam Dubov.

Of course, the St. Petersburg Times is going to endorse Pam Dubov. If Frank Gregoire is elected, the St. Petersburg Times won't sell as many newspapers. Scandals feed the newspaper and its staff.

Isn't it interesting that the principles in the Jim Smith scandal have made financial contributions to the campaign of Pam Dubov? This county has been strangled by the good old boy (in this case girl) network for way to long. It's time for change.

How nice that Dubov can now say negative things about Smith. She's just as much a politician as Smith. It's time for an appraiser to run the Property Appraiser's office, not a politician that has no morals to stand up for what's right.

Are you kidding? A vote for Dubov is a vote to "stay the corse." She will continue the same appraisal practices as before and run us into the ground. It's time for a change!!! Where have I heard that?

Dubov is part of the problem in Pinellas not part of the solution. She may have good credentials but she showed no leadership during the Smith scandal. We don't need more of the same - we need a clean sweep of Pinellas government!

Dubov's harsh words towards Smith is nothing more than a dog and pony show. The reason the office has lacked a professional in the top spot is because she was in the top spot. Smith is nothing more than a name on the door. The trust is long gone!

It's too late. You admit her job was to manage a staff of 250 and OVERSEE APPRAISALS. That would include, presuably, the gross undervaluation of Smith's property. We need Ben.

Ms. Dubov - Outside the scandal? I don't think so! In fact the scandal is only the tip of the iceberg. We need a new Property Appraiser administration to uncover the other 90% of the iceberg left hidden. Shame on the Times for this endorsement.

Dubov's tax rolls skyrocketed from 03 to 06 yet Smith's property didn't. My taxes tripled from 03 to 06, Smith's didn't. The problems in the Property Appraisers Office were created by Dubov not Smith. They will continue if she stays.

Pam you have the Degrees but at the end of the day you betrayed the public trust. You could of went to the media about this deal. The Realtor board endorsed you & got signs up for you. If it walks like a duck, quacks like a duct is a duck!

Being an appraiser is a far cry from managing a sophisticated public agency. The Times has this one right - we want a smart, educated pro who already knows where the problems are. Ms. Dubov is (thankfully) not Jim Smith!

Pinellas consistently has the best tax rolls in FL. Pam is one of the finest appraisers working for a PA in FL with very high ethics. Other counties should be so lucky as to have Pam working for them - don't be foolish and lose her Pinellas.

According to a CVS lawsuit, Pam herself had the VAB deny petitions in which the magistrates had remanded for reassessment. And these taxpayers never knew. "Ensuring that the roll was properly maintained"? Not in my neighborhood. What a joke.

Gregoire is by far the better candidate. How disappointing you discounted his 30 years as a State Certified Property Appraiser, appointment to the State Appraisal Board and so much more....shame on the Times for pushing another political insider.

Your endorsement is a huge mistake. Regardless of her education and experience she has not represented the public in our best interest. You will discover in time the improprieties that have occurred. Remember this St Pete Times. It's now on you.

Dubov had more than two choices when learning of Smith's plan. Why couldn't she simply speak with a County Commissioner, who could have used a real "heads up" instead? Great credentials, poor judgement, betrayed public trust, undeserving our vote.
