Save money by upgrading range

Reading the article, a simple and affordable solution to the "problem" comes immediately to mind. A new range would cost the county $855,000 for the land and who knows how much for the buildings and other associated costs. It will cost $200,000 to upgrade the storm-water drainage system at the existing PHSC range.

Let the county pay the $200,000 for upgrading the existing range, negating the need for a new range. This will save more than $1,000,000 of my tax money and give the sheriff the range he says he needs. Is this too simple a solution?
