Hit-and-run cases are tough to solve

There have been 15 hit and run accidents, seven of which were fatal, involving pedestrians since Jan. 2009. Finding hit-and-run drivers, it turns out, virtually always is more complex, elusive and frustrating than the most promising case might suggest.
