CLEARWATER _ A state hearing officer has overturned the Clearwater Planning and Zoning Board's decision not to allow a charter fishing boat to operate from a marina on Island Estates. Patrick T. Maguire had asked the planning board for permission to operate a 26-foot charter fishing boat from the Island Yacht Club Marina. The board voted down the request in October, after other members of the marina association complained that there was inadequate parking, and that they did not want a commercial operation at the marina. But hearing officer Arnold H. Pollock said the boat probably would not have a negative impact on the surrounding area, which is largely commercial already. He said there probably wouldn't be major parking problems because of the small number of passengers on the boat, and the availability of nearby city parking spaces. City Attorney M.A. Galbraith Jr. has filed a motion asking the state Department of Administration to reconsider the ruling.
