U.S. sends Syria proposal for Middle East conference

Secretary of State James Baker gave Syria a new U.S. proposal for the shape of an Arab-Israeli peace conference Saturday, marking a new attempt by the Bush administration to revive its stalled Middle East peace initiative. Baker handed a letter from President Bush to Syrian Foreign Minister Farouk Shara and asked him to carry the message to Syria's President Hafez Assad. Baker and Shara refused to disclose the substance of the letter or their discussions. A U.S. official said the letter centered on the procedures and conditions under which a peace conference could take place _ in effect another attempt to break the impasse between Israel and Syria. After four journeys through the Middle East, Baker has gathered polite expressions of encouragement from the area's long-warring nations, but no substantive concessions.China rehabilitates ministers

BEIJING _ The government announced Saturday that three prominent officials ousted after the Tiananmen Square crackdown two years ago have been given deputy ministerial posts. The most important of the moves, which had been rumored and were expected, is the partial rehabilitation of Hu Qili, who once was one of five members of the Politburo's standing committee. Hu, who was ousted for favoring conciliation with student protesters, will be deputy minister of machine building and electronics. The two other men are Rui Xingwen, a former member of the Communist Party Secretariat, and Yan Mingfu, the government's former negotiator with the students during the Tiananmen demonstrations.

China rehabilitates ministers

BEIJING _ The government announced Saturday that three prominent officials ousted after the Tiananmen Square crackdown two years ago have been given deputy ministerial posts. They are: Hu Qili, who will be deputy minister of machine building and electronics (he was once one of five members of the Politburo's standing committee but was ousted for favoring conciliation with student protesters); Rui Xingwen, a former member of the Communist Party Secretariat; and Yan Mingfu, the government's former negotiator with the students during the Tiananmen demonstrations. All three were close associates of Zhao Ziyang, the former Communist Party leader ousted in the summer of 1989, who remains in his Beijing housing compound under close supervision.

CHITTAGONG, Bangladesh _ A tropical storm with winds racing to 69 mph battered the southeast coast of Bangladesh early today, but did not approach the intensity of the killer cyclone of April 30. The brunt of the tropical storm struck land just west of this city in Khulna, but no casualties were reported as dawn arrived and the storm subsided.
