Richard Lester Roy, still recovering from self-inflicted shotgun wounds, was charged Monday with first-degree murder in the June 4 shooting of his estranged wife. Roy, 53, is accused of waiting for Betty Roy at her home near Clearwater, forcing her to sit in the kitchen after she arrived and shooting her in the head with a shotgun. Then Roy turned the shotgun on himself. A sheriff's report said paramedics found handcuffs and rope in Roy's possession. Roy, of 1100 Belcher Road in Largo, is under guard at a hospital, the Sheriff's Office said.Footnote
ST. PETERSBURG _ A cracked insulator at Florida Power Corp. substation near downtown St. Petersburg knocked out electrical service to about 3,500 customers for 14 minutes late Monday morning. A Florida Power spokesman said most of the service interruptions came in areas along Fourth Street S from the downtown area south to Pinellas Point. The insulator cracked at the utility's Bayboro substation, located south of downtown St. Petersburg.
