A bill to do away with Florida's winner-take-all system of allocating electoral votes in presidential elections cleared a Senate panel on a straight party-line vote Thursday. Four Democrats voted for and three Republicans against the measure to allocate electoral votes by congressional districts. The bill, which already passed the House, goes to the full Senate. The sponsor, Rep. Ann Mackenzie, D-Fort Lauderdale, said the new method would more fairly represent the electorate.
Bad drivers would get special tags under a bill that won approval Thursday from the Senate Transportation Committee. Motorists who have been convicted of driving with a suspended, canceled or revoked driver's license would be required to put the bad driver tags on all vehicles registered to them for at least two years. The tags would have a combination of letters or numbers that would alert police they were past violators. Issuance of such a tag would constitute implied consent for officers to stop the vehicle at any time to check if the driver has a valid license.
