In fact, the story pointed out that because of the low number of families that would qualify for federal aid, the federal government package might give money only to governments, not individuals. Local agencies such as the Red Cross and the Salvation Army would help the people in need. However, the rules changed Thursday night. Federal aid will be made available to individuals.
