The City Council on Tuesday night directed its city attorney to research a possible shift of power from council members to department heads.
Mayor Michael Cox said the move would remove politics from the administration of city business. Under the current city structure, each of the five council members oversees a different city department.
Council members voted 4-1 to study changing that structure, but a majority restated their opposition to hiring a professional city manager.
Council member Roger Naused cast the only dissenting vote, saying any charter change would only shift the supervisory burden without solving the political problem.
