An FBI agent who shot a man during a gun battle at a downtown newsstand earlier this month was justified under Florida law, the Hillsborough State Attorney's Office ruled this week.
Julian Koerner, 46, was cleared in the July 2 shooting of Freddie Lee Williams, 58, at the Zack Street Newsstand, downtown. That day, Williams argued over change with the cashier at the newsstand.
When Koerner tried to intercede, Williams shot him once in the abdomen. Koerner returned fire, shooting Williams in the chest, police said. Williams died several days later. Koerner was released from the hospital a day after the shooting.
In a letter to Chief of Police Bennie Holder, State Attorney Harry Lee Coe said, "No charges will be filed against Special Agent Julian Koerner as his use of deadly force was justified under Florida law." The FBI has not completed its investigation of the incident.
