BELLEAIR // Four of five commission seats up for grabs

Eight people, including five current or former town commissioners, are running for election next Tuesday.

With four out of five commission seats up for grabs and a new town manager and police chief, Belleair could be in for some major changes.

The mayor's race pits incumbent Connie Mudano against Jack Donlan, a former commissioner who left the commission in 1996 after three terms.

Donlan, 68, decided to run again this year because he said he does not like the direction the town government has taken, especially during Mudano's brief tenure as mayor.

Mudano, 62, who produces local television shows, became mayor last November when the former mayor resigned to run for County Commission. She has served on the commission since 1989.

If she wins, Mudano said, this term will be her last. She said she wants to help Belleair adjust to a new town manager, town attorney and police chief. Donlan, a retired pilot with Trans World Airlines, blames Mudano for encouraging those employees to leave in the first place.

Commissioners Irene Albrecht, David Becker and LeRoy Sedlacek and architect Stephen Fowler are running to fill the two two-year seats on the commission.

Albrecht, 48, has retired from managing retail businesses and selling real estate. She is the only candidate out of the four who has served a full two-year term.

Becker, 59, senior vice president and regional director for a municipal securities rating agency, and Sedlacek, 68, who is retired from the Army, were appointed last fall to fill out terms after commissioners resigned.

Because three current commissioners are running for two seats, at least one incumbent will be forced off the commission.

Fowler, 52, who owns an architectural firm, ran unsuccessfully for commission once before.

David Edmunds, 74, a retired real estate agent and general contractor, and Thomas Murrin, 49, a sales manager for a dairy company, will compete for a one-year term.

Neither has held office in Belleair before. Murrin was a commissioner for one term in Belleair Beach in the late 1980s.

All the candidates agree they want to work toward building a recreation center, making sure the town has enough drinking water, controlling development and curbing traffic.

The Jobs

Voters will elect a mayor and three at-large commissioners. Two commissioners will serve two-year terms, and one will serve a one-year term. The mayor, who leads the five-member commission, receives a $100 monthly allowance. Commissioners receive a $25 per month allowance.

Referendum

A proposed referendum would amend the town charter to make certain changes but would leave the basic form of government the way it is. If you vote "yes," the charter would be changed to eliminate run-off elections and qualifying fees; clarify the deputy mayor's position; adjust competitive bidding requirements; require four commissioners to approve abolishing departments and certain land use, zoning and land development matters; clarify commission appointments; clarify ordinance publication and subject matter requirements; provide for rules of context; provide for a charter review committee; and make typographical and numbering changes. A "no" vote would leave the charter the way it is.

Connie C. Mudano

AGE: 62

BACKGROUND: She was born in Montclair, N.J., and has one brother. She has served on the Belleair Town Commission since 1989 and mayor since November. She is the executive producer and host of Pinellas Past, a community access cable program, and is vice president of marketing for Mudano Associates Architects Inc. She is married and has two adult daughters and two grandchildren. She lives at 504 Poinsettia Road. She is working toward a bachelor's degree in political science at the University of South Florida. She is a member of the Pinellas County Planning Council and a 20-year member of the Pinellas County Historic Commission.

Jack Donlan

AGE: 68

BACKGROUND: He was born in Chicago and has two brothers. He served three terms as a commissioner until 1996 when he chose not to run for re-election. He is a retired pilot from Trans World Airlines. His wife died last year. He has six adult children and 12 grandchildren. He lives at 8 Belleview Blvd. He attended DePaul University. He served in the Navy and Air Force. He was president of the Concerned Citizens for Belleair and a member of the Belleair Planning and Zoning Board.

Irene Albrecht

She is a member of the Belleair Civic Association and the Florida Motion Picture and Television Arts Association.

David Becker

He is the senior vice president and regional director of Fitch Investors Service Inc., a municipal securities rating agency based in New York. He has four adult children. He received a bachelor of science degree in banking and finance from the University of Kentucky and a master's degree in business administration from the University of Michigan. He was a founder and former chairman of the board of St. Paul's School, former chairman of the Belleair Planning and Zoning Board, former finance committee chairman for the Tampa Stadium Task Force, past president of the Florida Municipal Bond Council and former chairman and trustee of the Board of Trustees of Morton Plant Mease Health Care Corp. He is a member of the Governor's Technology Council.

Stephen Fowler

He is chairman of the Belleair Recreation Board, a former chairman of the Greater Clearwater Chamber of Commerce and has served on the Clearwater Beach Blue Ribbon Task Force, Belleair Board of Adjustment and Appeals and Belleair Planning and Zoning Board. He helped draft a historical preservation ordinance for Belleair.
