A Homosassa man was arrested Sunday night after authorities said he had sex with a 14-year-old girl the previous day.
Charles Eugene Esser, who turns 23 today, was held in the Citrus County Jail Monday in lieu of $10,000 bail. Esser was charged with committing lewd and lascivious acts on a child younger than 16.

in condominiums dispute
INVERNESS _ About a dozen residents of the Laguna Palms condominiums attended a court hearing Monday, the latest step in a lawsuit by the state Department of Environmental Protection to try to make the developer fix the complex's failing sewage treatment plant. Ken Miller, a representative of John Infantino's Inverness Development Corp., was in charge of collecting dues from condo owners, to be used in part to maintain the plant. But Miller's financial management came into question when Citrus County Attorney Larry Haag presented initial findings from a county review of Inverness Development Corp.'s finances. The 1996-97 dues account records include transactions, Haag said, that have nothing to do with the condominiums. Haag said the review found: more than $202,000 went to Palm Villas Resorts, a separate development; more than $40,000 went to Anna See; more than $20,000 went to Marion Miller; and more than $6,000 went to Ken Miller. The report did not give information on the individuals it named.
