Three and a half acres of waterfront land north of Skinner Boulevard will be rezoned to allow the owner to build 48 units on the property, six times what is currently allowed.
Though three county commissioners opposed the change, they needed four out of five votes to overturn a recommendation by the Pinellas Planning Council. The vacant land is on Bayshore Boulevard.
County staff members had opposed the change because county policy prohibits dense zoning along the coast to avoid clogging hurricane evacuation routes.
However, city officials argued that the policy applies only to unincorporated areas.
