State Sen. Anna Cowin is staying one step ahead.
She helped beef up the laws dealing with child abuse and neglect. The likely result: more children who need services. So Cowin, R-Leesburg, has commissioned a Senate report to examine the increased demand for foster care.
"I think there will be a taxing of the foster care system," Cowin predicted.
This interim report, scheduled for release Sept. 1, will examine the difficulty in recruiting and retaining foster families. It will serve as a potential springboard for legislation. Cowin, architect of the Kayla McKean Child Protection Act, said she already had recognized the need for a review of foster care.
