DONALD JOHNSON, 75, a World War II Army veteran who headed the Vet-erans Administration during the last years of the Vietnam War, died Tuesday in Fredericksburg, Va., of cancer complications. Mr. Johnson, a onetime seed and fertilizer dealer from West Branch, Iowa, and former national commander of the American Legion, headed the VA from 1969 to 1974. He resigned under criticism for the Nixon administration's proposal to cut disabled veterans' benefits.
