Carrollwood Day School proposal is resurrected

Carrollwood Day School's proposal for a new 416-student facility on Michigan Avenue gained new life on Nov. 2.

The county's Land Use Appeals Board voted to send the school's special use permit application back to a land use hearing officer for reconsideration after county planners discovered they might have wrongly identified the 45,000-square-foot school.

After arguing the private, K-8 facility was a non-elementary school and thus the new facility could not be build on a small rural road, a new definition was found that says, for zoning purposes, a K-8 facility is an elementary school, said Brian Grady, a principal planner with the Planning and Growth Management Department.

The Planning Commission remains concerned about other issues related to the proposal for the Michigan Avenue site, community planner Melissa Elliss said. The use may still be too dense for the area. And another school might be able to open at an existing site on Michigan, further compounding congestion problems, she said.

Planners hope to have a new review ready in time for the Dec. 21 land use hearings, Grady said. Many surrounding residents have signed petitions opposing the new facility. (Petition 01-0703).

CARROLLWOOD: Gustine Properties has asked the county's permission to sell beer and wine at the recently approved CVS drugstore planned at the southwest corner of Hudson Lane and N Dale Mabry Highway.

The petition says the 10,880-square-foot retail pharmacy will be within the required 500 feet from community uses such as churches and schools. A wet zone survey indicates the drugstore is 446 feet from Montessori Early Learning Institute's property line.

A land use hearing officer is scheduled to hear the petition Dec. 21. (Petition 02-0098)

County commissioners are scheduled to hear the following petitions on Tuesday:

CARROLLWOOD: Architect Patricia Stough, on behalf of Dr. William H. Stephen, needs approval to develop an eye clinic at the northeast corner of Gunn Highway and Lake Ventana Drive. The 1.89-acre site now allows for neighborhood commercial uses, such as a neighborhood store or shop. She is also requesting a right-in-only driveway from Gunn Highway. (Petition 01-0359)

LUTZ: Busch Junction Enterprises seeks to rezone .69-acres at the northwest corner of Monet Drive and Bearss Avenue. The firm plans to develop the property with 7,200 square feet of offices and retail space. County staff, the Planning Commission and a zoning hearing master have endorsed the plan. (Petition 01-0353)

CARROLLWOOD: Dr. Edwin L. Hsiung is proposing an office development for Henderson Road, north of Logan Gate Boulevard. Plans call for three 2,500-square-foot buildings on the 1.6-acre site. County staffers and a zoning hearing master approve of the project. (Petition 01-1200)

LUTZ: Waterford Construction and Development wants permission to construct two driveways allowing access to an approved office complex on Dale Mabry Highway. The company wants to construct a driveway allowing right-in-only from Dale Mabry and another connecting Cheval Boulevard to the development. (Petition 01-1499)

KEYSTONE: Harold Harr wants to modify site plans for 2.94 acres at the southeast corner of Hutchison and Wilcox roads. Harr seeks to put four homes on property. It is now approved for a child care center serving up to 130 children. (Petition 01-1381)

Hearings of county zoning hearing masters and land use hearing officers, and land use meetings of the County Commission are held on the second floor of the County Center, 601 E Kennedy Blvd. Zoning hearings begin at 6 p.m., and commission meetings begin at 9 a.m. Both are televised on government access channels.
