A budget crunch, health concerns and redevelopment posed big challenges for City Manager Gerald Seeber last year. In an annual performance evaluation, City Council members said he met them well. Seeber scored overall ratings of very good to excellent from New Port Richey council members, who discussed his evaluation Tuesday night as part of a salary review process. Seeber, 51, the city's top administrator, earned $91,705 in fiscal year 2002-03 and is entering his 16th year as manager. In the evaluation, elected leaders cited his "professionalism" but also identified goals they want him and the city to tackle in 2004. Among them, "we need to educate the public better about the building department process" and improve that process, Mayor Frank Parker said.
