The Port Richey City Council voted unanimously Tuesday night to create wastewater impact fees for developers. A study conducted by Hartman Consulting Inc. recommended the wastewater impact fees be $1,500 per new development inside city limits and $1,800 outside the city. Separate city fees - water impact, stormwater impact and stormwater utility - are being discussed by the Council to pay for runoff and water use by residents and new developers. The city's water impact fee has not been raised since 1990. The consulting firm proposed an increase for new developers from $225 inside the city limits to $1,300. Outside the city limits, the fee would increase from $300 to $1,625. A stormwater impact fee of $810 and a stormwater utility fee of $3 per household each month also are being considered. Developments in the unincorporated part of Pasco County outside the city limits pay 25 percent more in fees.
