A NEW COAT FROM THE GROUND UP

William Nieves of Tampa, who works for the city's Parks and Recreation Department, paints one of the lights above a sidewalk in Curtis Hixon Waterfront Park in downtown Tampa as part of the ongoing maintenance of the park facilities Monday. Nieves said it takes about one to 1 1/2 hours to completely paint one of the lights from the ground up. This light is on a pathway that leads to the Riverwalk along the Hillsborough River.
