Clearwater Mayor Frank Hibbard took a moment Monday to pick sides in the fight between St. Petersburg and Pinellas County over a proposed gasoline tax increase. The county wants to raise the tax a penny for a high-tech traffic control system, among other things, but wants Pinellas' biggest cities' support before moving ahead. St. Petersburg wants to control its traffic lights. Hibbard, who loves his city's warm relations with the county, said St. Petersburg is playing politics. Clearwater, meanwhile, is poised to move forward this week. "It's something all of us ought to be on board with," Hibbard said.
