DIVING IN TO FIX A TIRE DISASTER

Tim Keeney, above, an official with the National Oceanic and Atmospheric Administration, checks out some of about 2-million old tires that were dumped in the 1970s with the intent of creating an artificial reef as he scuba dives recently off Fort Lauderdale. The project failed and is killing part of the coral reef. At right, some of the tires are removed. Divers are expected to spend the next three summers on the project.
