The teen weighed 49 pounds when child welfare workers found him in 2005 in what appeared to be a cage.

Sullivan's husband was also arrested, but died in January 2007 while awaiting trial.

Official to pay fine for breaking Sunshine Law

A Marco Island City Council member has to pay up for a Sunshine Law violation.

Chuck Kiester was found guilty Thursday of the noncriminal public records violation. He was fined $500 for deleting e-mails relating to city business from his home computer.

A homeowner requested all of Kiester's e-mails in March. But when he couldn't provide them, the resident filed a complaint. Kiester testified that he believed the e-mails would still be archived in the computer's recycling basket after being deleted.
