FELONS FACE SLOW ROAD TO REGAIN RIGHTS

TALLAHASSEE

Recent budget cuts and expected future cuts are slowing the process of restoring civil rights to felons who have completed their sentences, Florida's Parole Commission chairman told Gov. Charlie Crist and the Florida Cabinet on Tuesday. Chairman Frederick Dunphy said the commission is cutting back due to budget reductions of nearly 30 percent since 2001 even as its clemency caseload tripled to about 600,000 a year.

Charges cut for Caylee's mother

Orange County officials will not pursue child neglect charges against the mother of a missing Florida girl because she is charged with murder. Casey Anthony has also been charged with aggravated manslaughter. Caylee Anthony was last seen in June.
