Harvey Bivins, 37, has been dumping lawn debris and household items on various streets in a Gibsonton subdivision since September, the Sheriff's Office alleged. Bivins owns HLB Lawn Care. The Clean Team helps pick up litter and maintain public areas downtown. Bivins, charged with three counts of felony littering, was released on $6,000 bail.
