A supervisor for the Tampa Downtown Partnership's Clean Team was charged earlier this week with felony littering. Harvey Bivins, 37, has been dumping lawn debris and household items on various streets in a Gibsonton subdivision since September, the Sheriff's Office alleged. Bivins owns HLB Lawn Care. The Clean Team helps pick up litter and maintain public areas downtown. Bivins, charged with three counts of felony littering, was released on $6,000 bail. His arrest was unrelated to Clean Team activities, said Lynda Remund, director of the team's district operations.
Bill James memorial 3:30 p.m. Thursday
A public memorial service for former Hillsborough State Attorney Bill James is set for at 3:30 p.m. Thursday. The celebration of life is scheduled to last about an hour at Palma Ceia Presbyterian Church in Tampa, 3501 W San Jose St. The church is on S Himes Avenue across from Plant High School. James also served as an FBI special agent, a federal prosecutor, a trial lawyer, chief of Tampa's U.S. Attorney's Office and head of the U.S. Organized Crime Strike Force. He died June 16. He was 75.
