Could new elections bill have ensured a Republican won Jax mayor's race?

That's an impossible question to answer, but it is clear that the election overhaul Gov. Rick Scott is expected to sign would have resulted in more provisional ballots and many observers believe Democrats would be disproportionately affected by new rules requiring provisional ballots for anyone who had not updated their address or name by Election Day.

"The Jacksonville election only reinforces why they wanted to do that,'' Democratic pollster Dave Beattie, Alvin Brown's pollster, said of the Republican-controlled Legislature. "If those rules were in place in this election, there would probably be a three- or four-point difference. It shows you why they wanted to make it harder for people to vote."
