John "Q" Quiñones, who said last month he was close to making a decision, will formally announce Wednesday that he is entering the race for the newly-drawn Congressional District 9 seat.

"I want to change the culture in Washington, streamline the way the government works," Quiñones says in a release. "We need to create an atmosphere in which both businesses and families can thrive."

Quiñones served in the Florida House from 2002-06 before being elected to the Osceola County Commission. He will take on Democrat Alan Grayson, who served one term in the U.S. House before being dislodged by Dan Webster. Grayson has maintained a national profile through cable TV news appearances and is a formidable fundraiser.

District 9 is a Hispanic-minority seat and includes all of Osceola County and part of Orange and Polk counties.
