HOMELESS MAN ACCUSED OF DISFIGURING BLOW TO FACE

David Handy hit a man so hard earlier this month that the man had multiple bones broken in his face, which required surgery and "a reconstructive metal plate," police said. The victim "has vision loss in his left eye and has permanent disfigurement to his face," a New Port Richey police report states.

The victim told officers he was walking on Manor Beach Road on June 9 when Handy, 43, asked to use the man's cellphone. The victim refused and Handy called him a name and punched him, the report states.

Handy, who is homeless, was arrested Monday and charged with aggravated battery.

He is being held at the Pasco jail in lieu of $10,000 bail.
