POLICE RELEASE IDENTITY OF BICYCLIST WHO DIED

CLEARWATER

Police released the identity of a bicyclist who died Thursday night after a car hit him from behind on Drew Street near Evergreen Avenue. Henry Rackard, 57, of Clearwater was riding east on Drew Street just after 6:30 p.m. when he tried to cross from the north to the south side of the road, Clearwater police said. At the same time, Milton Lee Smallwood, 54, also of Clearwater, approached from behind in a 1994 Buick. The car hit Rackard, who died at the scene, police said. Alcohol might have been a factor in the accident, authorities said Friday. An investigation of the crash is ongoing.

Judge rejects West's request for recount

A judge rejected U.S. Rep. Allen West's request for a recount of all ballots cast early in his race against Democrat Patrick Murphy, dealing another blow Friday to the Republican incumbent's efforts to remain in Congress. St. Lucie Circuit Judge Dan Vaughn sided with attorneys for Murphy, the apparent victor in the 18th Congressional District race, as well as those representing the county supervisor of elections and the canvassing board. He agreed with arguments that he had no authority to order a recount.
