WASHINGTON – It's almost become routine: Sen. Marco Rubio begins his day with a series of tweets criticizing the Trump administration's handling of China and Tuesday was no different.

"This is #NotWinning," Rubio said.

The Florida Republican has all but directly challenged President Trump on the issue (we've asked his office about any communication and will update if a response is given) and he said Tuesday that, "We will begin working on veto-proof congressional action" to uphold tough penalties against telecommunications company ZTE.

The Times has asked the White House for response.
