BROOKSVILLE — On Tuesday, the Hernando County Commission likely will narrow down or even choose its next county administrator.
Commissioners received a dozen applications by their May 4 deadline and the list includes acting county administrator Jeff Rogers, who commissioners have said could have a good chance at the position.
Rogers has been filling in at the top job since the commission fired Administrator Len Sossamon in January. Rogers came to Hernando County in September 2017 after leaving the same job in Citrus County. He spent seven years in Citrus, including time as public works director and as acting Citrus County administrator.
A Spring Hill resident, Rogers has a master's degree in civil engineering and a bachelor's degree in environmental engineering, both from the University of Miami. He is a Navy veteran and a graduate of the Navy's Nuclear Power School in South Carolina. He received multiple awards for his service, including two Navy Achievement Medals.
Rogers says in his cover letter that being the Hernando County administrator is his career goal.
"I believe my current position as deputy county administrator for Hernando County provides the exact experience you are seeking,'' he wrote. "My abilities to provide leadership to multiple departments and divisions, work independently, deliver results for projects and programs, and develop efficiencies for county operations will be an asset to our community.''
Another familiar name and person with engineering and environmental services credentials also has applied for the job. Susan Goebel-Canning was director of environmental services for Hernando County for several years before she quit in 2016 to take a job in Colorado. Hernando County officials appointed her to take over the Hernando Beach Channel dredging project after it was plagued with delays and millions of dollars in cost over runs.
Goebel-Canning most recently worked in a director's level position with Delray Beach. She has a bachelor’s degree in engineering and a master’s degree in public administration from St. Leo University.
The other applicants for county administrator are:
• C. Scott Andrews, the assistant city administrator in Smyrna, Georgia, since 2017. He previously served for three years as the economic development director of Sugar Hill, Georgia. He has a bachelor’s degree in public administration, a master’s in business administration and his doctorate in public administration from Argosy University.
• Craig Coffey served as the Flagler County administrator from December 2007 until January of this year. Previously, he worked as county administrator in Desoto County for two years. He has a bachelor’s degree in planning and a master’s degree in public administration from the University of Central Florida.
• Christopher Edwards has worked for the past year as an associate with a commercial real estate company and previously spent three years as a business advocate in the office of Tallahassee's city manager. He received his bachelor’s degree in public administration from the University of Central Florida and is taking classes toward his master’s in business administration from the University of West Florida.
• Andrew Hyatt has been the city manager of Neptune Beach since 2015 and previously served as city manager for East Ridge, Tennessee. He has his bachelor’s and his master’s degrees in public administration from the University of Tennessee.
• Patrick Jordan has worked as the Escanaba, Michigan, city manager since 2017 and previously was county administrator in Wexford County, Michigan. He as a bachelor’s degree in political science and a master’s in public administration from Western Michigan University.
• Donald Jungbauer recently joined Synovus Bank as a retail market manager, previously working for Bank of America as a financial center manager and as a store manager for Home Depot. He has a bachelor’s degree in business administration from Hamline University.
• Jarvis Middleton has worked from March 2016 to February 2019 as director of public works for Palm Bay, Florida, and previously worked as deputy county manager for public works for Bernalillo County, New Mexico, He has a bachelor’s and a master’s degree in engineering from the Massachusetts Institute of Technology.
• Bobby Parker has been an adjunct instructor at St. Leo University since 2001, teaching undergraduate classes in public administration. He has a bachelor’s degree in public administration, a master’s in personnel management and a doctorate in philosophy from Pacific Western University.
• Thomas Sheeran worked as the chief operations officer for the Martin County, Florida, school district from 2014 to June of 2018. Previously, he worked as chief financial officer for a school district in Maryland. He has a master’s degree in public administration from the University of Tennessee.
• Patrick Thompson has served as the first county administrator for St. Croix County, Wisconsin, since June 2011 and previously served for five years as the administrator for Hamilton County, Ohio. He has a bachelor’s degree in political science and a master’s in public administration from the University of Wisconsin.
Commissioners are whittling down the list of applicants to talk about on Tuesday, according to human resources director Cristi Charlow. The salary range for the job was not in the job posting and will be discussed when a candidate is chosen, she said.
