Tampa man held woman’s dog as ransom for ‘sexual favors,’ deputies say

The Hillsborough County Sheriff’s Office says it caught the 36-year-old man with her dog. Now he faces a charge of extortion.

TAMPA ― A 36-year-old man is accused of demanding “sexual favors” from a woman in exchange for returning her dog, according to the Hillsborough County Sheriff’s Office.

Kevin Skaggs was arrested Friday on charges of extortion, driving with a license that was suspended or cancelled and two counts of violation of probation.

The names of the woman and her dog were not released by the Sheriff’s Office.

She knew Skaggs and her dog had spent time at his house, deputies said. However, she contacted deputies on Friday and told them that Skaggs had held onto her dog for about six months, and was calling her and sending her “unwanted” text messages.

Deputies found Skaggs while he was driving his vehicle with her dog riding along inside. He was arrested at about 11 a.m. Friday. The Sheriff’s Office noted that he is not accused of “stealing” her dog.

The dog was returned to its owner. Skaggs was booked into the Hillsborough County jail, where he was being held without bail.
