While ABC cruised to another weekly win on the strength of Millionaire, NBC was smiling about the performance of some old reliables. Law and Order had its best sweeps month ratings in the show's 11-year history, Nielsen Media Research said Tuesday. The West Wing is up 47 percent, with last week's show the second most-watched ever. ER is up 7 percent, and Frasier is up 15 percent. ABC was expected to dominate November sweeps. Instead, ABC won by only 100,000 people, and NBC won by one-tenth of a ratings point. Last week, ABC led with 13.6-million viewers, NBC had 11.9-million, CBS had 11.8-million, and Fox had 9.6-million. UPN had 4.4-million, the WB had 4.1-million, and Pax TV had 1.4-million.
