Who will build USF football’s $340 million on-campus stadium?

The Bulls have restarted the process to find its builder with what appears to be a new timeline.

USF has started the process of selecting a new construction company to build the Bulls’ on-campus football stadium — with, perhaps, a slightly faster timeline.

The Bulls posted a document soliciting bids Thursday, allowing construction management companies to submit proposals for the 35,000-seat, $340 million stadium. USF has been working with the architecture firm Populous to design the project. But the Bulls need a new builder after ending their previous deal with Barton-Malow three months ago to pivot to a new construction model.

USF’s document calls for the project’s sports performance center (including the day-to-day homes of football and women’s lacrosse) to be completed in late May 2026. That’s three months earlier than what the Bulls said during December’s board of trustees meeting.

The stadium completion date is March 31, 2027. USF last said it will open for the 2027 season.

The Bulls plan to pick a construction company on April 2.

The document notes that the five-level structure will give the Bulls the “opportunity to configure program area within the project to expand in the future.” The project is designed to limit tree removal and “create opportunities for shaded activation zones.”

This is the latest procedural step in a years-long process to move Bulls games from Raymond James Stadium to campus. USF’s financial plan includes borrowing up to $200 million. The remaining $140 million will come from various sources, including fundraising, the sale of broadband equipment and licenses and other auxiliary funds.
